DUTCH VERSUS FLEMISH
Dutch (as spoken in the Netherlands) and Flemish (as spoken in parts of Belgium) are almost the same language. A few words differentiate; however, native speakers can easily distinguish spoken accents.
For written translation, a Dutch translator can be used to translate for both Dutch and Flemish. Then, for Flemish, a Flemish reviewer may study and adapt the translation for possible linguistic differences.
For voice recording, a native Dutch speaker can easily identify between a Flemish accent and an accent from Amsterdam. Because of the accent difference, the proper accent for the target region is recommended.

WHERE DUTCH IS SPOKEN
Dutch is spoken by approximately 23 million people, mainly in the Netherlands, Belgium and Suriname, and also Aruba and Netherlands Antilles. Dutch is the parent language of Afrikaans, one of the official languages of South Africa. Dutch and Afrikaans are to a large extent similar and understood, although they have separate spelling standards and use separate dictionaries.
